Animal Crossing: New Horizons 2.0 now includes ordinances, which allow you to create a regulation for your island based on your playing style. Our Animal Crossing: New Horizons ordinances guide explains how laws operate, the best ordinances, ordinance times and hours, and why certain ordinances may not be appearing yet.
ACNH ORDINANCES, EXPLAINED
Ordinances are rules that can be imposed on your island. Ordinances may affect when your stores open and when your people wake up, and they can even make weeds grow automatically over your island. You can only have one ordinance active at a time, so choose the best option for your play style.
HOW DO I UNLOCK ORDINANCES IN ANIMAL CROSSING?
To unlock ordinances, you must first enhance your island sufficiently to enable Resident Services and have Isabelle appear on your island.
Then you must obtain a three-star town rating.
K.K. Slider will perform on the island the day after you receive a three-star rating.
Isabelle will begin the day after K.K. Slider’s performance by informing you that ordinances have been unlocked.
To create an ordinance, speak with Isabelle in the Resident Services building and select one of the following options:
- Examine the island’s characteristics.
- Talk about ordinances.
To begin, an ordinance demands a hefty 20,000 Bells. Isabelle will lead you through the process of selecting and implementing an ordinance when you choose to pay the money.
WHAT DO THE DIFFERENT ORDINANCES DO?
AWESOME ISLAND ORDINANCE
Cockroaches will not arise, rubbish will not be fished up, weeds will grow less frequently, and villagers will water flowers more frequently.
EARLY BIRD REGULATION
Your people will wake up an hour or so sooner, and stores will open an hour earlier as well. (They will still close at their regular hour.)
ORDINANCE OF THE NIGHT OWL
Your population will sleep 1-2 hours later, and stores will close an hour later. (They will be open at their regular hours.)
ORDINANCE ON BELL BOOM
The price of products rises, but so does the quantity of money earned from selling them.
After selecting an ordinance, it will go into force the next day. If you change your mind after creating an ordinance, you must wait until the next day for it to take effect before switching to anything else.
Update (Nov. 8): This guide has been updated with additional particular information about the ordinances.
Update (Nov. 12): We confirmed that you must first obtain a three-star town rating in Animal Crossing: New Horizons before Isabelle unlocks bylaws. This has been reflected in the guide.
